DE - Police Dog - § 9816. Emergency care of police dogs

Summary: This 2023 Delaware law states that a paramedic or other EMS provider may provide emergency medical services to an injured police dog at the scene of an emergency that has resulted in the police dog's injury. They may also transport the police dog to a designated veterinary facility and provide emergency medical services to the police dog during transport to the facility, if the paramedic or EMS provider deem it necessary for the police dog's survival.

Brazil's ban on live cattle exports

Summary: This is the case in which a court in Brazil banned live cattle exports from all Brazilian ports based on animal welfare concerns. It is the result of a lawsuit filed by the NGO "Foro Nacional para la Protección y Defensa de los Animales," who requested that this type of animal transport to be banned. In 2018, the court granted a temporary injunction prohibiting live cattle exports. However, this injunction was invalidated by a superior tribunal. In her opinion, the judge stated that "animals are not things. They are sentient living beings—individuals who feel hunger, thirst, pain, cold, anguish, and fear. " In its holding, the judge compares the treatment of animals to the treatment suffered by humans during the slave trade, stating that non-human animals suffer the same treatment in the name of commercial development. Furthermore, the judge concluded that the necessary methods to guarantee the health and well-being of animals in this type of transport were not being adopted and urged for the harmonization between the interests of human animals (economic interest or interest in providing food for the population) with the ethics that must preside over their relations with non-human animals, encouraging the country to be at the forefront in abolishing inappropriate handling and eradicating all types of cruelty against animals. Even though this is a landmark decision, it is important to mention that this is not a final decision constituting legal precedent, and a higher court can invalidate it if it is appealed.

Summary: This law establishes the parameters for the substitution of vehicles of animal traction in Colombia, and standards that promote the welfare of horses and cattle that are used for this purpose. It also offers the necessary guarantees to those who derive their livelihood from this type of vehicles so they can access social transformation programs. Vehicles of animal traction are to be substituted by motor vehicles that are ready to circulate, are in new condition, are approved for carrier transportation, and are suitable for the topography and distances of the corresponding municipality. District, municipal and departmental authorities are in charge of carrying out the substitution programs for animal-drawn vehicles, except in cases where they are intended for rural transport in municipalities whose geographical condition does not allow other means for tourist, agricultural, livestock, forestry, and sports activities. Replacement programs are to be financed with departmental, municipal, and district funding. This law gives local governments 10 months from its promulgation to complete a census with 100% of the data on animal-drawn vehicles and their owners.

CL - Transport, animals - Decreto 30

Summary: This "Decreto" or executive order contains welfare standards for animals during transport. It is an indirect result of the agreement DS N° 28/2003 between Chile and the European Union together with decretos 28, and 29, 2013. Under this decreto, cattle cannot be transported in conditions that could cause unnecessary pain and suffering. However, there are no limitations regarding the number of animals that can be loaded, and animals can be transported without food, water, and rest for up to 24 hours. if it is impossible to unload the animals, the carrier must ensure that animals are provided food and water.

This "Decreto" or executive order contains welfare standards for animals during transport. It is an indirect result of the agreement DS N° 28/2003 between Chile and the European Union together with decretos 28, and 29, 2013. Summary: This Illinois law provides that an EMR, EMT, EMT-I, A-EMT, PHRN, PHAPRN, PHPA, or Paramedic may transport a police dog injured in the line of duty to a veterinary clinic or similar facility if there are no persons requiring medical attention or transport at that time. For the purposes of this subsection, “police dog” means a dog owned or used by a law enforcement department or agency in the course of the department or agency's work, including a search and rescue dog, service dog, accelerant detection canine, or other dog that is in use by a county, municipal, or State law enforcement agency.

This Illinois law provides that an EMR, EMT, EMT-I, A-EMT, PHRN, PHAPRN, PHPA, or Paramedic may transport a police dog injured in the line of duty to a veterinary clinic or similar facility if there are no persons requiring medical attention or transport at that time. IN - Transport of Animals - PREVENTION OF CRUELTY TO ANIMALS (TRANSPORT OF ANIMALS ON FOOT) RULES, 2001

Summary: The Rules, drafted under the Prevention of Cruelty Act, regulate the transport of animals on foot. The rules apply to the transport of animals on foot is five kilometres or more from the boundary of the town/city/village of origin. New born animals whose navels have not completely healed, and those animals that are diseased, blind, emaciated, fatigues or have given birth in the past three days or that are likely to give birth during transport shall not be transported on foot. Animals may only be transported in their farm social groups. The owner of the animals must ensure that the animals have access to veterinary first aid equipment through their journey and that they have access to adequate water and fodder.

FL - Police Animal - 401.254. Treatment of injured police canines

Summary: This Florida law enacted in 2021 states that a licensed professional may transport a police canine injured in the line of duty to a veterinary or similar clinic if there is no individual awaiting medical transport. In addition, a paramedic or EMT may may provide emergency medical care to a police canine injured in the line of duty while at the scene of the emergency or while the police canine is being transported to a veterinary clinic or similar facility. A paramedic or an emergency medical technician who acts in good faith to provide emergency medical care to an injured police canine is immune from criminal or civil liability.
