Esta ley tiene como objetivo regular los criterios para evaluar si un evento público puede ser considerado, o "califica", como evento cultural no deportivo. Entre los eventos que pueden entrar en esta categoría se encuentran, entre otros, la ópera, el ballet, el teatro y el circo. La ley modifica la Ley 30870, que establecía los criterios para evaluar si un espectáculo puede considerarse un acontecimiento cultural no deportivo.

Supreme Decree 004-2019-MC, 2019 - Peru

This law aims to regulate the criteria for evaluating whether a public event can be considered, or “qualifies,” as a non-sporting cultural event. Such events that may fall into this category include, but are not limited to, opera, ballet, theatre, and circus. The law modifies Law 30870, which established the criteria for evaluating whether a spectacle can be considered a non-sporting cultural event. Specific to animal law, the law states that the messages and actions in the event must not incite hatred or violence against animals or other non-human living things.

Therefore, bullfighting could not be considered a violent act in terms of article 12 of the Constitution because the prohibition of torture and cruel treatment or punishment presumes an act to be violent when it is against a human being. In turn, bullfighting cannot be considered a violent act because here, there is no treatment that is incompatible with human dignity.

The plaintiff alleged before the Coahuila’s Second District Court that the 2015 amendment to the law for the protection and dignified treatment of animals in Coahuila, which prohibited bullfighting and similar practices, as well as other associated regulations, infringed upon their rights to employment, property, and cultural expression.
