Summary: The South Carolina Emergency Management Division (SCEMD) is the state agency with the responsibility for the development, coordination, and maintenance of the South Carolina Emergency Operations Plan, Hurricane Plan, Earthquake Plan, Terrorism Plan and other selected plans. Annex 17 is the main document covering animals in disaster situations for the state.

On page 2 of Annex 17 (also attached to this page as a pdf), the following is stated:

II. PURPOSE

A. Coordinate plans, policies, actions, and resources of state and local governments to minimize impacts of emergencies on agribusiness and the economy.

B. Coordinate resources and actions needed to protect agriculture and animal health and safety, and protect public health and safety related to agriculture and animals.
